How can you program a 2006 Chevy Cobalt remote keyless system manually from home?

Can a 2006 Chevy Cobalt remote keyless system be manually programmed/reprogrammed from home or must it be taken to a dealership? I know some cars have a method to program a remote entry system yourself. Does anyone know how to do this for the 06 Cobalt or know a website where I can find instructions?|||It must be programmed via a Tech II scantool using the TIS2WEB programming utility. Most aftermarket shops do not have access to TIS2WEB. You should see a dealer for this.
